Bug Description
When an admin wants to increase the quota for users (either site or institution), they can do so only for all users irrespective of the current quota. Thus, if a user already has a much higher quota, suddenly they are dropped to have less space available.
It would be good to have the option to exclude users with a higher quota than the one to be set from getting updated.
