Bug Description

New test for adding license block to a page and checking it displays correctly. Explore the different options and check them.

There's a problem in that it's not currently possible to select all the radio buttons in the Configure window for the license block using current behat steps.

There is a bug in the mahara code where the creative commons block is not retractable regardless of the setting. This needs fixing in order for the test to check these options
