Unable to add/edit skin for profile & dashboard page in 17.10+

In 17.10+ we changed around how a bunch of the page edit screens work. This has accidentally removed the ability to edit the skin for a profile page.

We will need to add this back in

Rebecca, I don't think one could skin the dashboard in 17.04?

Can you check to see if it was so in 17.04

Hi Robert,

My students go for the skin editor for their profile first thing... at least they did in 17.04. There has been a bit of an uproar now that it is missing.

Yes, skinning the Dashboard was possible in 17.04
