To add a local override for all themes without having to add each local/theme/[themename]/css/ file

Bug 1665448: Use local/theme/style/style.css file to override styles

Making an empty file as placeholder for any local theme overrides to
make it clearer for developers

Also fixing a mistake in user get_themedata
