Have a cron check that external services are up

Bug Description
In parts of Mahara we rely on external services like LDAP / SAML IdPs for authentication
It would be good if we ran a cron one or twice a day to check that those remote systems still can be reached as expected (no firewall issues)
And if there are problems to alert the mahara admins that something is up and needs fixing
Could also run this post upgrade to make sure things are good at that point as well

One way we could do this is check the error logs it could be more generic like: You had 20 error messages for LDAP binding over the last 1 week. check the error log.
And allow that to be sent as notification to the admin as most admins won't log into myportfolio. It could be an admin notification.
