error updating from 15.04 to 16.04 "View::_create: User 0 is not permitted to create a view for institution mahara"

I'm not able to update Mahara from 15.04.5 to 16.04.1. Using the cli or web interface both give the following error:

Hi Tony,

It looks like you upgraded Mahara from 15.04.5 to 16.04.0.
Please upgrade it to 16.04.1. We have already included a patch to fix this in 16.04.1

Thanks--didn't see that duplicate. It worked fine going to 16.04.1
