New forums to have 'Automatically subscribe users' set to 'on' by default

To make things easier for the user it would be useful to have the 'Automatically subscribe users' option turned on by default as the field to toggle this is hidden in the Forum Setting expander and users can easily forget to turn it on and wonder why no-one is subscribed to their new form.

When a group is first made the default forum has 'Automatically subscribe users' on by default - so it would be consistent to have any subsequent forums to have the same behavour

Sounds like a good idea to me, to make this behavior consistent. Group admins can still turn it off if they want, and users can unsubscribe themselves.

Alongside this it would also be good to have better subscriptions management and an opt-in/out step when a user is being signed up for groups. See https://bugs.launchpad.net/mahara/+bug/1256722

But, that's another issue. :)

Not backporting this patch to existing stable versions because it's a change in behavior. (But if you're a Mahara admin out there reading this and you want this functionality in Mahara 15.10 or earlier, it's a one-line change, so feel free to cherry-pick it. https://reviews.mahara.org/5811 )
