Note attachments don't survive Leap2a export & import

To replicate:

1. Create a page
2. Put a note block on that page
3. Attach a file to the note
4. Export the page to leap2a
5. Import the leap2a

Expected result: You have an imported copy of the page, the note, and the file. The imported file is attached to the imported note.

Actual result: You have an imported copy of everything, but the imported file is not attached to the imported note

When testing a solution for this bug, make sure that the file attachment is also visible to other users if the page is shared.

This seems to be an issue for resume blocks also not carrying over their attachments in Leap2a exports.
