Display Plans Add GUI for limit

The user should be able to add the limit of the tasks to display in a plan. This should be a GUI option.

When I was trying to fix Bug #1503036 I ended up making the majority of the changes to make this possible.

So I did the final few steps and added a patch for this:

This change is too late for our next release but should be in for the 16.04 release

Bug 1501052: Plan block option to restrict tasks via config form

Instead of only allowing pagination by 10 item we can specify how many
tasks to display/paginate by
