Include pending registration emails in regular notification system

Bug Description
Pending registrations (Administration -> Institutions -> Pending registrations) received when people register for an account and "Confirm account registration" is turned on, currently do not generate a notification but simply send an email to any admin that is allowed to receive that notification.
That makes it less flexible for some admins to ignore them / just receive in their inbox or via email / email digest.
The code already includes a ToDo item to add that email as notification and that should be done.
