15.10dev latest master
When skins are enabled on a site and site admin adds a site skin, there is a debug message:
[DBG] f8 (lib/web.php:1176) Missing file in theme raw: style/skin.css
and the /skin/thumb.

Note, this bug just causes a warning message. The reason skins don't work at all in 15.10dev is because they're missing the dynamic skins stylesheet, skin/style.php: https:/
