Difficul to figure out the layout of a page in edit mode

Bug Description
When editing a page with previous version it was easy to have an idea of the layout of the page (number of columns, size of the columns, etc.). In the new bootstrap design it is difficult to know where the lines are starting and moreover to guess hown many columns each line contains.
Proposition:
1/ to draw fine dotted lines around possible placeholders
2/ to light grey the background of possible placeholders
4/ to force the Setting "Show controls to add and remove columns when editing a page" to true for all new users

I also noticed this when I was testing it out. On the drag-drop page builder, there are apparently not any lines to indicate to you where the columns and/or rows of the layout are, until you've dragged your block over them.
Defaulting the "Show controls to add & remove columns" to "true", should be a separate wishlish bug, though.
