webservice menu shows even if pugin not installed

Bug Description

If one upgrades from an earlier version of mahara the webservices plugin is not installed but the menu item is present and clicking on it will cause a sql error to show.

Need to check if it is installed before showing menu item.

will write a function is_plugin_active() to deal with this
