Bug Description

The watchlist notification plugin that we added in 1.10 (Bug 1041228) adds the "deleteblockinstance" event type separately from all the other event types (which are added all at once in core_install_firstcoredata_defaults).

I was unable to replicate my finding of not being able to find the deleteblockinstance event type. However, it is true that it's not added at the same time as all the others, so we should fix that.
