Bug Description
It expects web service enabled, default institution auth though web services set up etc.
will be good to get these tests sorted out asap as it will make other work/changes run smoother

I was trying to do some fixes and improvements around phpunit and realised that web services tests are quite broken. You can try it out by running tests with https:/ /reviews. mahara. org/#/c/ 4042/ checked out. Rather than setting up data required for tests, websevices tests expect everything to be set up globally which I don't think is a correct approach. My opinion is that it needs to be fixed if we want unit tests to ever pass :)
