Bug Description

In bug #1231316, the moving of forum posts was introduced. However, forum moderators cannot move topics although the help file says they can.

Tested on Mahara 1.10RC1 with a forum moderator being a moderator in both the originating forum and the target forum.

I think a forum moderator should be able to move topics around the forums he/she is assigned to.
I will implement this.

Note: A moderator can only move topics amongst the forums that they have moderation over.

If they create a topic in a forum they don't have moderation over they can not move it into a group they do have moderation over. This is as it should be.
