Hi Philip,
The feature where you can get more options for moving files around is available on IE if you are tabbing through the page and press 'space' or 'enter' on the icon. This feature was added to help with accessibility for blind/sight impaired users (as the links are read out via screenreader).
The fact that in Chrome/FF one can also click on the icon to get the further options is possibly an unintended 'feature'.
However, saying that it shouldn't be too hard to get IE behave the same way when clicking the icon.
