There was an error (Bug #1305481) where there was issues with the clicking on the artefact selector options and getting the placement popup. See https://reviews.mahara.org/#/c/3240/1

Does your mahara have this change? If not, does adding it make any difference?

If that change doesn't help can you let me know whether you are on 1.9.0 or 1.9.1
