Remove IE6 related code

Bug Description

A lot of it is in javascript and should probably go.

Code like: if (isIE6) {...}

Not sure about IE7. Maybe it's worth to get rid of that too.

To test you need to make sure that everything still works (I guess) :) Especially if it is possible to check iPad/iPhone as I was not quite sure about some code that I removed.

If it would make your life easier to get rid of IE7 compatibility code, go for it.

According to the README, Mahara 1.9 and 1.10 officially support IE 9, 10, and 11. We've also been trying to not break compatibility with IE8 where possible.
