Title of "Group categories" page should be made more descriptive

When managing group categories in Administration -> Groups -> Group categories, the page title is "Groups". This should be changed to "Group categories" to make it easier for screen reader users to figure out which page they are on.

This is the title of the page that appears in the browser tab / title bar. The page heading is already correct.

To test:

1. Go to Administration -> Groups -> Group categories.
2. The title in the browser title bar should read "Group categories" and not "Groups".
