Authentication plugin up/down and delete links should be buttons

Much like bug #1262908, the [↓]/[↑]/[x] (up/down/delete) links in admin/users/institutions.php should be image buttons with descriptive alt text for screen reader users.

All the buttons already exist. The up and down arrows are in use for managing collection pages for example.

P.S. I meant we don't need to create these buttons, just need to put them in place. ;-)

Changed up/down/delete links to image buttons with descriptive alt texts. Bug #1272297

The [���]/[���]/[x] (up/down/delete) links has been changed to image
buttons with alt texts.

Changes are at admin/users/institutions.php, edit an institution, under
the 'Authentication plugin' heading.
