Bug Description
When viewing or editing a page (with small headers turned on) the "Edit this page" and "Back" buttons come before the main navigation in the HTML source. Since they're displayed in the top right corner and look like they're after the navigation, this means the tab order doesn't follow the logical ordering of the elements.
Moving the .fr.links div after #mainnav-container doesn't seem to change the layout at all, so this should be a simple fix.
