remember the limit parameter on view pages

Bug Description

When a user is on .../view/index.php it seems to be a 20 items limit per page.

User can change this value to fit his need, that is great. The problem is that teh system doesn't remember this preferred value and goes back to default 20 whenever you change page and come back.

It shoudl be a stored value per user.

Store the limit parameter on view pages (Bug #1261694)

When the user changes the "items per page" option when listing views, the
value is now stored in their account preferences so that it persists
after changing the page, logging out, etc.
Also enabled pagination on /admin/site/views.php and /view/institutionviews.php
