Content chooser panel doesn't work on tablet

Bug Description
1.8.0; on Android and iOS
When device detection is turned on, it should show radio buttons in the content chooser panel for users to chose their blocks (see screenshot). However, the panel has overlapping icons and things are way off. Evonne thinks the device detection is the problem because she cannot target anything in the CSS directly.

A new version of MobileDetect has been updated to Mahara core.
