Skin description is not displayed

When you create a skin, you provide a description, yet it is not displayed anywhere.

Bob can't find any reference to it in the code for it being used.

Going to get the description and author name to display for a skin on the skin/index.php and view/skin.php pages.

Looking to have a lightbox option on the skin/index.php page to show all metadata for the skin (currently to be description and author)
and to display the same info below the 'current skin' image on the view/skin.php page

Displaying metadata for skin on skin/index.php (bug #1239271)

Added a button to click to view metadata of a skin
- currently limited to title, owner, creation date, modified date
and description.

The creation date and owner reflect who currently owns the skin.
- so if the skin is imported it does not reflect the original creator
as this information is not currently recorded in skin export.

Show skin metadata on the skin chooser page (bug #1239271)

Displays the metadata of the currently selected skin below the preview
image and save button. I placed it below the save button because the
description text could get quite long and push save button off bottom
of screen.
