displaying wrong title when first set up xml rpc auth type

Bug Description

When one first adds a XMLRPC auth method to an institution that the 'authority name' returned via javascript is used as the name for the authentication plugin.

On saving of the institution edit form and then re-editing it the XMLRPC auth shows (correctly) as XML-RPC

To test:

1) Create an institution and add XML-RPC as an authentication plugin
2) Fill out the Administer authorities form paying close attention to what you put in the 'Authority name' field
3) Submit that form and the new authentication plugin option will appear on the institution edit fom with the 'Authority name' value as it's title.
4) Save institution form and then edit it again - see 'XML-RPC' as title

Actually I'm not sure which is the incorrect. If one has 2 XML-RPC options it might be better to display the authority name as two lines of XML-RPC is confusing to know which is which

It's probably better if we show the authority name. That's what we show on the user account settings page, for instance.

It'll also be easier to distinguish between the individual auth methods instead of having to click on them all the time. Some people do have more than 2 Moodles connected to one Mahara institution...

Okay, we're all in agreement then!

The institution page should show the Authority Name (the one people enter on the Auth instance edit popup) instead of the Authority Type, in the list.

It might make sense to list the name & type, like: "Test Mnet (XMLRPC)". On the other hand, I usually just fill in the authority type AS the authority name because most often I only have one of each. In which case it would show, like "LDAP (LDAP)", which is a bit silly.

I would agree to only use the authname and not the protocol. we don't display the protocol on the user account page and admins should choose a name that makes sense to them. MNet is usually clearer than XML-RPC because we really only use it for MNet. ANd yes, often we use LDAP, MNet and then it's clear...
