Make drag and drop of blocks work on touch devices

Currently, Mahara does not support drag-and-drop on touch devices. Drag-and-drop degrades to clicking a radio button to select a block and then select the space on the page where you want to place the block.

Drag-and-drop is possible on touch devices though more or less difficult depending on the library you use.

For Catalyst reference: GrantM customized a JS library that can do drag-and-drop for TKSWeb. That might be worth looking into when tackling this issue.
