If you are using the manual creation of accounts either by creating accounts individually or by CSV, you can already enable multiple journals during the account creation by clicking on "General account options" and choosing to enable multiple journals.
However, that is not a solution for all the other cases of registration. That's why it should stay on the wishlist.
