Bug Description

As site-admin I'd like making collections of site pages. Admins can make a lot of site pages, but they can't make a whole collection with them.

Note: In Mahara 1.6, collections will be available in groups and on institution level.

For some time now, collections on site level have been in existence. It's time to also reflect that here on this wishlist item. :-)

It's true, I didn't remember this old wish.
