Bug Description
When evince is set to dual page view and non-continuous viewing (in view menu, "Dual" checked, "Continuous" unchecked, pgdn/up must be pressed twice in order to proceed. This appears to be because the first press of pgdn increments the current page number, but that page (because of dual mode) is already displayed. Pressing a second time increments the page number to a page that is not on the screen, and so advances the view.
