Bug Description

We tested a deployment with floating IP disabled such that in swarm-mode, the servers use external network directly to establish connection between themselves. However, the `--disable-floating-ip` flag is ignored and swarm gets deployed with floating IP enabled as per usual.

Closing old issue as Heat driver is deprecated.

Please re-open if this remains a problem in Cluster API and supported Magnum versions.
