Bug Description
User case:
As a operation, I'd like to be able to ssh into tenant user's instance node to debug.
As a tenant user, I'd like to see an argument when I create cluster to indicate if this cluster can allow operation ssh for debugging.
The argument could be like '--allow-admin-ssh' and options could be NO, master or ALL.
