kuberenets: node-exporter is not deployed

Bug Description

After the containerization of kubernetes node-exporter for prometheus monitoring is not deployed because the directory /etc/kubernetes/manifests doesn't exist. It was created here [1].

We just need to safely create the directory before we write the file.

    k8s: Fix node-exporter manifest

    When writing the node-exporter manifest, make sure that
    the directory exists.
