In following link:

Reference to:
 http://docs.openstack.org/developer/magnum/dev/bay-template-example.html
leads to 404.
Fix this with proper link for cluster templates.

    Fix the link to Cluster Template in quickstart

    In "dev quickstart" section "Setup Dev Environment" link to
    templates refer to obsolete page "bay-template-example.html"

    Fix this with proper link for cluster templates.
