Dev Quickstart Oudated

When using Ubuntu trusty (14.04), the dev quickstart instructions do not work. Apparently trusty id no longer supported by devstack. This is what happens:

We need to update the quickstart to change the advice to use trusty to a distribution that actually works.

    doc: Add Xenial to devstack quickstart guide

    Suggest users to use Ubuntu Xenial and update python3
    packages.
