Bug Description
When a Heat stack is in CHECK_FAILED, Magnum should be able to update it via cluster-update. Currently the CHECK_FAILED state is not white-listed https:/
You can put a stack into CHECK_FAILED by deleting a minion server via Nova and then running the Heat stack check.
