make-cert.sh fails when creating k8s-cluster

Bug Description

The following shows up in /var/log/cloud-init-output.log on the master:

Which results in Etcd, Flanneld, and Kubernetes API Server failing to start.

    Pass OpenStack-API-Version header in make-cert scripts

    Otherwise, the magnum certificates API will return a 406 Not
    Acceptable error.
