Ironic driver failed to create cert

Bug Description

While use ironic driver 's tls_enabled=true mode, sans maybe get to invalid IP address and it causes failed to make cert.

if failed to KUBE_NODE_PUBLIC_IP or KUBE_NODE_IP

sans will be set to

sans=IP=,IP= in line #34.
