[k8s_fedora_atomic] Remove podmaster

Bug Description

Podmaster is deprecated since k8s 1.2 and its docker
image is v1, incompatible with docker >=1.12.

podmaster was used for HA but now it is completely removed.

    [k8s_fedora_atomic] Remove podmaster

    Podmaster is deprecated since k8s 1.2 and its docker
    image is v1, incompatible with docker >=1.12.

    * Remove podmaster pod
    * Update manifests of kube-controller-manager and kube-scheduler
    * Rename SoftwareConfig to reflect the new functionality
