remove "google_containers" in INSECURE_REGISTRY_URL

Bug Description

If we create a cluster-template with "--insecure-registry",we can specify the docker_registry_url.
The code now contains "google_containers" in the url,such as:

magnum/drivers/common/templates/kubernetes/fragments/enable-kube-podmaster.sh: PODMASTER_IMAGE="${INSECURE_REGISTRY_URL}/google_containers/podmaster:1.1"
magnum/drivers/common/templates/kubernetes/fragments/enable-kube-podmaster.sh: HYPERKUBE_IMAGE="${INSECURE_REGISTRY_URL}/google_containers/hyperkube:${KUBE_VERSION}"

But in local registry,docker_registry_url doesn't contain "google_containers".
