Use symlinks for common template files breaks setup.py install

Bug Description
Try to install from HEAD source, I have issues at python setup.py install phase like :
error: can't copy 'magnum/
(true for all drivers)
Tested either on Ubuntu 14.04 and 16.04 + through Dockerfile build
Looking recent commit, I have found Change-Id: I9176ec03905d0a
Reverting the commit makes the setup works perfectly.
