Use symlinks for common template files breaks setup.py install

Bug Description

Try to install from HEAD source, I have issues at python setup.py install phase like :

error: can't copy 'magnum/drivers/mesos_ubuntu_v1/templates/common': doesn't exist or not a regular file

(true for all drivers)

Tested either on Ubuntu 14.04 and 16.04 + through Dockerfile build

Looking recent commit, I have found Change-Id: I9176ec03905d0a87a43ba6bedf1f768b2b316125

Reverting the commit makes the setup works perfectly.
