magnum/releasenotes/build/html/py-modindex.html not found

Reproduction step:-
1) tox -ereleasenotes

2) open releasenotes index page(magnum/releasenotes/build/html/index.html) on web browser

3) Click on "Module Index"

Not found Error: magnum/releasenotes/build/html/py-modindex.html

This file is not generated by "tox -ereleasenotes". So the reference to this file should be removed.
Other projects(Ex. nova, senlin etc) also not contain reference to this file.

    Removed reference to 'modindex' from releasenotes
