Magnum sample config of client do not show full config options

Currently, magnum clients have the config options coded in magnum/common/clients.py. For example, with heat client we have total 7 config options including region_name, endpoint_type, api_version (heat_client_opts), ca_file, cert_file, key_file, insecure (common_security_opts).

If we run tox -e genconfig, the 4 options in common_security_opts are not shown in sample config file. The same result with nova, neutron and glance client options.

    Centralize config option: all clients section

    Centralize config option of Barbican, Heat, Cinder, Nova,
    Neutron, Magnum, Glance client section.
    Replace oslo_conf cfg to magnum.conf and fix bug generate
    full sample config options of above clients.
