Define common security groups and reuse them in all the drivers.

Bug Description

Security groups for k8s fedora, k8s coreos are defined for both the drivers. The can be defined at one place and used in both the drivers. If in future more security rules are added then we need to change only at one place.

There is a security group for allowing all the traffic, which can also be places at common place and used at required place.
