Failed to create container if specify mem_limit

seen error “mem_limit has been moved to host_config in API version 1.19” from m-cond and failed to create container

    Pass host_config if docker api version >=1.19

    mem_limit and memswap_limit are moved to host_config in docker client
    api for API version >= 1.19
