Magnum-UI can not be launched in DevStack according to doc

Bug Description

After running as "./run_tests.sh --runserver 0.0.0.0:8080" .
When trying to reach the horizon with magnum-ui enable, got a 404 : Django version 1.8.9, using settings 'openstack_dashboard.settings'
