K8s bay creation intermittently timing out

Occasionally, k8s bay creation times out in the gate.

The k8s gate is only failing in slow clouds and in clouds with problematic connectivity.

The plan is to move in a third party CI. I have registered magnum in CentOS CI [1].
Marking as invalid since it's not a real bug and it's a CI problem.
