master_count should be allowed at update

Bug Description

Only `node_count` is allowed at bay update.
So we should allow `master_count` too.

I think this should be a BP, and I am not sure if it is feasible to implement but it is a cool feature.

To my understanding, master node should be odd number, I will start investigate it after M released.
