localrc on gate is not correctly set

On magnum gate,
we have SERVICE_HOST=127.0.0.1 see:
http://logs.openstack.org/21/232421/32/check/gate-functional-dsvm-magnum/a65c3c2/logs/localrc.txt.gz

This will block k8s functional testing since k8s master will try to call m-api service to register cert.

    Devstack: Use HOST_IP to set MAGNUM_SERVICE_HOST

    Magnum k8s functional testing will try to access m-api inside of a VM, the
    default setting of SERVICE_HOST is 127.0.0.1 which is not accessable from VM.

    This patch use HOST_IP instead of SERVICE_HOST.
