Bug Description
Need a documentation to describe the steps to recovery if devstack host is restarted. There is several working items:
* Document how to recovery the whole stack (possibly run ./rejoin-stack.sh).
* Document how to recovery the IP tables rules that has been clear (see https:/
* Document everything else that is necessary to recovery.

rejoin-stack has never worked very well on host restart. My understanding is, if you reboot the host you ought to unstack and restack.
